Abstract

Artificial Intelligence (AI) and algorithmic systems have become central to contemporary digital communication, profoundly influencing the structures, dynamics, and ethics of civic discourse. As political debates, public deliberation, and social interactions increasingly migrate to digital platforms, algorithms determine which content is visible, which perspectives gain traction, and how individuals engage with one another. This paper explores the multifaceted impact of AI and algorithms on civic discourse, combining theoretical analysis with empirical and normative perspectives. It examines how algorithmic mediation affects inclusivity, polarisation, misinformation, and democratic participation. Special attention is given to ethical considerations, power asymmetries, and implications for civic engagement in both Global North and Global South contexts. The study concludes with reflections on the future of public deliberation in an algorithmically structured environment.
